At present, there are 362 medical colleges including 7 AIIMS with 45629 MBBS and 22850 postgraduate seats in the country. The current doctor population ratio in the country is approximately 1:2000 which yields a density of 0.5 doctors per thousand population. To reach the desired target of 1 doctor per 1000 population by 2030, the country will require 15.4 lakh doctors. As per High Level Expert Group (HLEG) report presented to Planning Commission, we need additional 187 medical colleges in underserved districts during XIIth & XIIIth Plan.

A proposal from Medical Council of India (MCI) has been received by Ministry of Health & Family Welfare allowing the persons desirous of establishing a medical college to utilize the facilities of the hospital owned and managed by appropriate government by entering into an agreement for this purpose. MCI has not received any application from Odisha where participation of Public Sector Undertaking and Private players has been sought for setting up of medical college.

To facilitate setting up of more medical colleges and to increase the intake capacity in various medical colleges, the Central Government has amended the respective regulations in terms of teacher-students ratio, land requirement, bed strength, bed occupancy, maximum admission capacity, increase in age of teaching faculty and allowing establishment of government medical colleges by utilizing the facilities of the hospitals owned and managed by respective State Governments.
