DRAFT MEMORANDUM TO BE SUBMITTED TO 7TH CPC - TKR PILLAI SECRETARY ALL INDIA ASSOCIATION OF ADMINISTRATIVE STAFF (NON GAZETTED) SUGGESTIONS MAY BE SENT TO THIS ASSOCIATION BY 15TH OF THIS MONTH DRAFT MEMORANDUM TO BE SUBMITTED TO 7TH CPC   Dear members, The draft memorandum to be submitted to the 7th Pay Commission on the side of our Association, incorporating the issues of Administrative Staff, including LDC & UDC, Stenographers, Official language Staff and other common cadre have been prepared and placed below: Since this memorandum has been prepared by me single hand, there may be mistake. I request you to please discuss each and every suggestion of this memorandum in our units and inform me the change wherever needed by 15th of this month so that this Memorandum may be sent to the 7th CPC by 16th of this month.

Unions and Associations are seriously involved in filling up the questionnaires prepared and sent by the 7th CPC   The sheer pace of the 7th CPC has impressed the central Government employees so much that their expectations have started to grow.   It has come to our knowledge that a number of unions and associations are seriously involved in filling up the questionnaires prepared and sent by the 7th CPC. It is also well known that on behalf of the National Council JCM Staff Side, the questionnaire had already been filled with the approval of all members and has been sent. Sixth Central Pay Commission committee members... The Sixth Central Pay Commission was set up by the Union Government on 5th October, 2006 to revise salaries of the employees. The commission was set up under Justice B.N.Srikrishna with a time-frame of 18 months. Other members were Prof. Ravindra Dholakia, Mr. J.S.Mathur and Member-Secretary Smt. Sushama Nath. The Terms of Reference of the Sixth Central Pay Commission which made it incumbent on the Commission to recommend systemic changes for, (i) transforming the Central Government organizations into modern, professional and citizen friendly entities that are dedicated to the service of the people; and (ii) harmonizing functioning of the Central Government Organizations with the demands of the emerging global economic scenario. Hence, the Commission not only evolved a proper pay package for the employees but also made recommendations to rationalize the governmental structure for providing better services to the common man.

It was also agreed upon at the workshop here on Saturday to demand a joint consultative machinery to redress their grievances and a minimum of five promotions during their tenure — from entry to Group ‘B’ level either by promotion or direct recruitment. 7th CPC News - Cabinet proposal soon to constitute 7th Pay Commission Cabinet proposal soon to constitute 7th Pay Commission The central government is likely to constitute the 7th Pay Commission for revising the salaries of its over 50 lakh employees before the start of process of next general elections due in May, 2014. “The Finance Ministry is working out a Cabinet proposal for constitution of the 7th Pay Commission which could be taken up for consideration in the next couple of weeks,” a source said. According to information available, the government’s intention to constitute 7th Pay Commission before going for polls is clear as it has made provision of Rs. 3.5 crore in the second supplementary demands for grants in this regard which was approved by Parliament in the just concluded Winter Session. 7th CPC News  - DAPWA - Charter of Demands It is now three months that the Government announced setting up of the Seventh Central Pay Commission. The names of the Chairperson and members as well as the terms of reference (ToR) are yet to be announced. The fourth, fifth and sixth Central Pay Commission’s recommendations were implemented as follows: 4th CPC 1.1.1986; 5th CPC 1.1.1996; 6th CPC 1.1.2006 The average time taken by a Pay Commission to submit its recommendations has been about two years. Accordingly, allowing about two years for the 7th CPC to submit its report, the recommendations are likely to be implemented with effect from 1.1.2006. CHARTER OF DEMANDS A study has established that 6th CPC based increase in pension has not been uniform for all pay scales as compared to the scales of 5thCPC. It has been observed that at the lower level, the increase in pension has been much lower. In respect of PB-1, the increase in pension was 1.86% over 5th CPC scales (5200 is 1....
