ARP – Advance Reservation Period will be reduced to 60 days from 01.05.2013 Advance Reservation Period for Booking Reserved Train Tickets Reduced to 60 Days from Existing 120 Days from 1st May 2013. The Ministry of Railways has decided that the Advance Reservation Period (ARP) for booking reserved train tickets will be reduced from existing 120 days to 60 days (excluding the date of journey) w.e.f. 1st May 2013. The details are as below:- I.    With effect from 01.05.2013, the ARP will be of 60 days (excluding the day of journey) and booking will be done accordingly. However, all the bookings done upto 30.4.2013 under the ARP of 120 days will remain intact. II.    Cancellation of the booking made beyond the ARP of 60 days will, however, be permitted. No merger of D.A. but seventh pay commission likely this year According to our sources in New Delhi, there is no chance of any merger of Dearness Allowance with basic pay as demanded by the associations. But the Government is considering the formation of seventh pay commission. The seventh CPC is scheduled to be effective from 1.1.2016 and if it is formed this year, there will be ample time to finalize it's recommendations. Moreover, if it is not effective from an earlier date, the Govt. will be free from any burden of paying arrears, which may adversely effect the fiscal situation. Most significantly, in the eve of general election, the Govt. may spread a "feel good" situation among the employees without having to pay an extra penny from the exchequer. In the other hand merging D.A. with basic pay will lead to a considerable expense and as there is definite negative recommendation of sixth CPC in this respect, Govt. can easily deny this demand. At last, the most eagerly awaited announcement of additional dearness allowance has been declared by the cabinet, due from January 2013 to Central Government employees and Pensioners. In general the announcement of dearness allowance has been made in the month of March every year. But this year this has been declared in the month of April. Though it was announced after some delay, there is no any loss, as the dearness allowance hike has to be paid with effect from 01-01-2013. Before this announcement, there was a rumour that 50% dearness allowance will be merged with basic pay or otherwise dearness allowance will not be hiked, but the cabinet committee decision cleared these doubts. It is a movement of immediate reflection to the existing employees and the pensioners of Rajasthan State Government, an additional dearness allowance enhanced by 8% from the existing level of 72% effective from 1.1.2013, the announcement which followed the Union cabinet's decision on DA hike to Central Government employees and pensioners yesterday. Press Information Bureau Government of India Ministry of Finance 18-April-2013 20:45 IST Release of additional instalment of Dearness Allowance to central government employees and Dearness Relief to pensioners, due from 1.1.2013 The Union Cabinet today gave its approval to release an additional instalment of Dearness Allowance (DA) to central government employees and Dearness Relief (DR) to pensioners with effect from 01.01.2013 at the rate of 8 percent over the existing rate of 72 percent. Thus, the combined impact on the exchequer on account of both DA and DR would be of the order of Rs.8629.20 crore per annum and Rs. 10067.36 crore in the financial year 2013-14 (that is for a period of 14 months from January, 2013 to February, 2014).

Cabinet sub-committee to look into demands of INTUC Prime Minister Manmohan Singh has agreed to constitute a Cabinet Sub-Committee to look into the charter of demands submitted by the trade unions, Indian National Trade Unions Congress (INTUC) NationalPresident Dr G Sanjeeva Reddy said here today. Addressing a press conference here, Mr Reddy said that he held discussions with the Prime Minister on, April 9 in New Delhi and urged him to look into the problems of working class. The Prime Minister will constitute the sub committee with full powers in this month to look into the charter of demands by the trade unions he said. In view of the Prime Minister's assurance, the proposed three- day all India strike proposed by all the trade unions in November has been postponed. Power Cut in Andhra Pradesh–Power cut slashed to one hour The power cut of three hours a day is being implemented to the domestic customers in capital city of Hyderabad, now it has been reduced to one hour a day, sources said. It seems slightly happy news to hear the power shutdown is reducing to one hour a day in the major cities and other towns, rural areas of Andhra Pradesh. As well as in the district head quarters, the electricity power supply shutdown to be reduced to two hours instead of four hours. The power shutdown timings also changed in the state and still people are facing four hour power cut in the town and municipality areas. In the areas of mandal headquarters 6 hours is being implemented, sources said.

Superfast (Weekly) Express train as per the  following programme:- The 04035 Hazrat Nizamuddin- Udhampur A.C. Superfast (Weekly) Express Summer Special train will depart from Hazrat Nizamuddin at 09.30 p.m. o­n every Thursday from 18.04.2013 to 27.06.2013 (11 trips) to reach Udhampur at 08.50 a.m. the next day.  In the return direction, the 04036 Udhampur- Hazrat Nizamuddin A.C. Superfast (Weekly)Express Summer Special train will depart from Udhampur at 05.50 p.m. o­n every Friday from 19.04.2013 to 28.06.2013 (11 trips) to reach Hazrat Nizamuddin at 05.05 a.m. the next day. No news on cabinet approval or announcement of Dearness allowance..! Central D.A. from Jan'13 : Still no news !! Most surprisingly, there is still no news on cabinet approval or announcement of D.A. payable to Central Govt. employees and pensioners even on the third week of April. F.M. is again on foreign tour and even if any cabinet meting takes place tomorrow, the chances of approval of D.A. stands remote in the absence of Finance Minister. Earlier on 2nd April the decision was deferred due to the same reason. F.M. will return from his foreign trip on 22nd of this month and only after that the staff may find reason to cheer. As everybody knows that D.A. from January 2013 is due @8% and probably this is the first time in the last 25 years the employees will get four months arrears this time instead of three as per common practice.
