Sixth Central Pay Commission committee members... The Sixth Central Pay Commission was set up by the Union Government on 5th October, 2006 to revise salaries of the employees. The commission was set up under Justice B.N.Srikrishna with a time-frame of 18 months. Other members were Prof. Ravindra Dholakia, Mr. J.S.Mathur and Member-Secretary Smt. Sushama Nath. The Terms of Reference of the Sixth Central Pay Commission which made it incumbent on the Commission to recommend systemic changes for, (i) transforming the Central Government organizations into modern, professional and citizen friendly entities that are dedicated to the service of the people; and (ii) harmonizing functioning of the Central Government Organizations with the demands of the emerging global economic scenario. Hence, the Commission not only evolved a proper pay package for the employees but also made recommendations to rationalize the governmental structure for providing better services to the common man.

Early Decision – No need to pay Arrears on DA and 7th CPC Decision in the right time –will avoid more funds to allocate as arrears! At last, the most eagerly awaited announcement of additional dearness allowance has been declared by the cabinet, due from January 2013 to Central Government employees and Pensioners. In general the announcement of dearness allowance has been made in the month of March every year. But this year this has been declared in the month of April. Though it was announced after some delay, there is no any loss, as the dearness allowance hike has to be paid with effect from 01-01-2013. Before this announcement, there was a rumour that 50% dearness allowance will be merged with basic pay or otherwise dearness allowance will not be hiked, but the cabinet committee decision cleared these doubts. 6th CPC Highlights : Just a recollect the 6th CPC recommendations and the Government decisions briefly… Increase in the minimum entry level salary of a government employee to Rs 7,000 against Rs 6,660 recommended by the Commission headed by Justice B N Srikrishna who submitted the report in March this year. The total emoluments of an employee at the lowest level up to Rs 10,000 per month including allowances. Increase in the rate of annual increment from 2.5 per cent to 3 per cent and for achievers in PB-3 to 4 per cent. Three assured promotions, after 10, 20 and 30 years of service, for all employees under the modified Assured Career Progression (ACP) scheme. The hiked salary will be paid to the employees beginning September this year and the arrears in cash in two installments - 40 per cent this fiscal and 60 per cent in 2009-10. The Fifth Pay Commission had recommended abolition of Over Time Allowance for all categories except the Staff Car Driver, operational staff and industrial employees. The Pay Commission had also recommended that the staff deployed on weekly off days should be given a compensatory leave rather than any cash compensation in the form of OTA or otherwise. This article explains the calculation of increment for Central Government employees and particularly, how to rounded off the fraction of rupee. Most of the Central Government employees are knowing that the calculation of increment, computing 3% of the basic pay (Pay in the pay band plus Grade pay) and it rounded off to the next multiple of ten rupee. That will be added to the pay in the band. As per the 6th CPC revised pay rules, the fraction of rupee should be ignored, but any amount of a rupee or more should be rounded off to next multiple of ten. The Finance Ministry order stated clearly that if the amount of increment comes to Rs.1900.70 paise, then the amount will be rounded off to Rs.1900, if the amount of increment works out to be Rs.1901, then it will be rounded off to Rs.1910.
