MACP-An Unsettled Issue Of Sixth Pay Commission Recommendation MACP is said to be the abbreviation of Modified Assured Career Progression Scheme, but many central government employees feel that it is Meaningless Assured Career Progression Scheme. The main objective of introducing ACP scheme was to grant financial benefits for the govt servants, those who are not getting promotions due to lack of promotional avenues. Before the introduction of ACP scheme in 1999, many central government employees retired from service without getting even single promotion in some departments. The worst part of this story is, apart from not getting promotion, they were not even been granted annual increment for many years until their retirement, as they reached the maximum of their Pay Scale. Financial upgradation under MACP may be granted only on specific requests from individual Junior Engineers : CPWD clarification Government of India Central Public Works Department No.55/4/2006-S&D/931 Date: 21-11-2013 OFFICE MEMORANDUM Subject: Implementation of Modified Assured Career Progression Scheme (MACPS) to the cadre of Junior Engineers of CPWD. Reference is invited to this Directorate OM of even No.897 dated 11.11.2013, vide which earlier order dated 31.3.2011 of this Directorate for keeping hold the implementation of the MACPS to the cadre of Junior Engineers has been revoked. 2. In continuation to above referred OM, it is clarified that financial upgradation under MACPS may be granted only on specific requests from individual Junior Engineers. National Anomaly Committee- Separate Meeting for MACP Issues May be postponed It has been decided in the Fifth Meeting of   National Anomaly Committee that a separate meeting will be arranged tentatively on 27-7-2012 to discuss the MACP related Issues. It is expected that core  issues related to the MACP Scheme will be finalized in this meeting.
