Leave Travel Concession – Air Travel concession ends today… Concession of Air travel, which the Central Government employees have been enjoying for the past 6 years, comes to an end today. It is saddening to see that a scheme, that was so popular and enjoyed by all across ranks, has come to an end. Travelling by airplane with the entire family is still not an ordinary feat for the majority of Indians. It therefore comes as no surprise that the ones who didn’t utilize this opportunity are regretting it.

For a number of years, Central Government employees have been enjoying the benefits of Leave Travel Concession (LTC). When a Central Government employee is employed at a place that is not his home town, then, once every two years or twice every four years, he/she is eligible to reimburse the travel expenses incurred for travelling to and back, along with the entire family. A BLOCK YEAR consists of four years. The current block year runs from 2010 to 2013. This is divided into two – 2010-11 and 2012-13, and concession to travel to the home town is offered twice.  Instead of two trips to home town, the employee is eligible to convert one of them as ALL INDIA LTC concession. Those who haven’t availed of the concession of the 2012-13 year block can utilize it in 2014.

Dopt extended the relaxation period for further two years to travel by air to visit J & K under CCS(LTC) Rules. Department of Personnel and Training issued orders regarding the relaxation period has been extended for further two years from 18.6.2012. The other terms and conditions are prescribed in the orders. What is the age of dependent son and daughter for LTC claim...? Is there any rule for unmarried dependent children are eligible to avail Leave Travel Concession or dependency is the only criteria..? Generally says that the female children are eligible upto marriage and male children are eligible upto age of twenty five. And one more view that the age limit for children in case of LTC should be same as for CGHS facility. According to the CCS (LTC) Rules, 1998, there is no indication of age, "Family" definition is given in the rule, "two surviving unmarried children wholly dependent on the Government servant, irrespective of whether they are residing with the Government servant or not". There is no age limit for availing LTC for the wholly dependent son or daughter.

LTC Rules : Grant of Advance and Reimbursement ADVANCES : Advance on account of LTC may be sanctioned by the Controlling Officer. Advance may be granted up to 90% of the estimated Fare. If the family travels separately from the Government servant, the advance may also be drawn separately to the extent admissible. The Railway tickets number, PNR No. ect.,should be submitted to Competent Authority within ten days of drawal of the advance. The advance may be drawn both for the forward and return journeys at the time of commencement of the forward journey, provided the period of leave taken by the Government servant or the period of anticipated absence of the members of the family does not exceed three months or ninety days. If this limit is exceeded, then the advance may be drawn for the outward journey only. LTC Rules : Home Town - Any place in India – Two year block year and Four year block year HOME TOWN : Home town means the city or village or any place declared by the Government employee and accepted by the competent authority. Admissible to all employees irrespective of the distance involved. Home town address once declared is treated as final. Competent authority may authorize to change the address of declared Home Town only once during entire service. Concession allowed once in a block of two years 2010-11, 2012-13 and so on. A Government employee (married or unmarried) can avail Home Town for himself alone every year, in such cases the employee will not eligible to avail any place of India LTC. LTC Rules : Minimum service to avail LTC : Leave Travel Concession is permissible to all Central Government employees who have completed one year of continuous service on the date of journey. One year of continuous service on the date of journey performed by an employee with his/her family members. For example, an employee appointed on 31.12.2009 will be eligible for the two year block 2009-10, whereas an employee appointed on or after 1.1.2010 will not be eligible for the block year of 2009-10.

"Family" means :- The Government servant’s wife or husband, as the case may be, and two surviving unmarried children or step children wholly dependent on the Government servant, irrespective of whether they are residing with the Government servant or not. Married daughters who have been divorced, abandoned or separated from their husbands and widowed daughters and are residing with the Government servant and are wholly dependent on the Government servant. Parents and/or step mother residing with and wholly dependent on the Government servant. Unmarried minor brothers as well as unmarried, divorced, abandoned, separated from their husbands or widowed sisters residing with and wholly dependent on the Government servant, provided their parents are either not alive or are themselves wholly dependent on the Government servant. Income for dependency is not more than Rs.3500.

Encashment of Earned Leave while availing Leave Travel Concession. Central Government employees are permitted to encash earned leave upto ten days at the time of availing LTC.  This encashment will be admissible subject to the following... Permitted to 10 days of Earned Leave on one occasion. Permitted to avail 60 days in the entire career. Encashment of EL during LTC will not be deducted while computing the maximum permissible for encashment at the time of superannuation. Re-employed pensioner will be entitled to encashment of EL alongwith LTC during the period of re-employment. The balance leave in his/her account should not be less than thirty days after deducting the total of leave availed (including encashment leave). Encashment of leave will continue to be available, if husband and wife are working in Government service.

Fraudulent /  Misuse  claim of Leave Travel Concession Fraudulent /  Misuse of LTC : As per the CCS (LTC) Rules, disciplinary action will be taken when an employee f raudulent /  misuse of LTC . Government servant shall not be allowed the leave travel concession till the finalisation of such disciplinary proceedings. If he/she found guilty : If the disciplinary proceedings result in imposition of any of the penalties specified in Rule 11 of the Central Civil Services (Classification, Control and Appeal) Rules, 1965, the Government servant shall not be allowed the next two sets of the leave travel concession in addition to the sets already withheld during the pendancy of the disciplinary proceedings. For reasons to be recorded in writing, the controlling authority can also disallow more than two sets of leave travel concession.
