Centre made a discretionary decision on 7th CPC Terms of Reference – National Council JCM In its foreword of the 7th CPC Memorandum prepared by the National Council JCM Staff Side, the National Council has said that the Centre has made a discretionary decision regarding the 7th CPC Terms of Reference. The writeup also adds that the Centre did not consult with them prior to formulating the Terms of Reference for the 7th Pay Commission. The Prime Minister has given his approval to the composition of the 7th CPC on 4th February 2014 and the Union Cabinet gave its approval to the 7th CPC Terms of Reference on 28.02.2014. On 01.01.2011, when the Dearness Allowance touched 50%, the Central Government employees started to strengthen their demand to add it to the Basic Pay. LAST DATE FOR SUBMISSION OF MEMORANDUM TO 7TH CPC EXTENDED As per the request of the JCM National Council Staff side, 7th Central Pay Commission has granted extension of time upto 15.07.2014 (15th July 2014) for submission of memorandum by individual organizations other than JCM staff side. The following is the revised time schedule (Last date). 1.  JCM National Council Staff side                           :    30.06.2014 2.  All other Federations/Unions/Associations  :    15.07.2014 JCM National Council Staff side will be submitting a common memorandum before 30.06.2014 on the common demands of the Central Government Employees. The Copy of the JCM Staff side memorandum will be placed in the website.

Unions and Associations are seriously involved in filling up the questionnaires prepared and sent by the 7th CPC   The sheer pace of the 7th CPC has impressed the central Government employees so much that their expectations have started to grow.   It has come to our knowledge that a number of unions and associations are seriously involved in filling up the questionnaires prepared and sent by the 7th CPC. It is also well known that on behalf of the National Council JCM Staff Side, the questionnaire had already been filled with the approval of all members and has been sent. 7th Pay Commission Ready for Online Survey   Intends to Gather Suggestions via Web Survey: The 7th Pay Commission is all set to utilize the power of the internet. The decision, to not confine itself to just the opinions of the Central Government officials and various employees federations and instead gather feedback from all employees, is a very appreciable one.   The Central Government appointed the 7th Central Pay Commission on February 28, 2014, comprising Justice Shri Ashok Kumar Mathur as Chairman, Shri Vivek Rae as full time Member, Dr. Ratin Roy as part time Member and Smt. Meena Agarwal as Secretary and enumerated a list of tasks for the Commission. To examine various issues relating to emoluments’ structure, retirement benefits and other service conditions of Central Government employees and to make recommendations on the changes required.

Did you know how the 6th CPC’s Multiplication Factor of 1.86 was derived? The 6th Pay Commission had recommended a Multiplication Factor of 1.74, but the Central Government chose to change it to 1.86. One of the reasons for this modification was the intense pressure from various Federations of Central Government Employees. 5th CPC had ACP, 6th CPC had MACP; what does 7th CPC have? Assured Career Progression (ACP) is a boon to employees who have been suffering without promotions for years. Employees who got their jobs towards the end of 1960s had to face countless hurdles. One of them was the problem with promotions. There were many who didn't get any promotions for 30 years. Countless others retired without getting a single promotion in their careers.

Child Care Leave, introduced by the 6th CPC, was a boon for women employees. Women employees have for long, been entitled to Maternity Leave. The 90 days paid leave granted as maternity leave was extended to 135 days by the 5th CPC. The 6th CPC further increased it to 180 days. Based on the very reasonable request presented by ATMAJA (Association of Adoptive Parents), the Government announced ‘Child Adoption Leave’ for female employees in 2006. Orders were issued to grant 135 days leave for female employees who adopt child upto one year of age. The 6th CPC introduced a family welfare privilege for female employees. Consequent upon the decisions taken by the Government on the recommendations of the 6th CPC relating to Maternity Leave and Child Care Leave, the Central Govt decided that the existing provisions of Maternity Leave enhanced to 180 days.

Common main demands for inclusion in the Memorandum to 7th CPC as identified by BPS 1.Bring down the Ratio between maximum & Minimum of Salary to  9:1 ensuring complete equality by adopting uniformly common multiplication factor for revision of Pension: 4th CPC had determined the ratio between minimum & maximum of salary to be 10.7(Chapter 41 & 43) Vth cpc   maintained it to be 10.97 (Appendix ‘I’ summary of recommendations para19) in their recommendations which while implementation was raised to 1:11.76 Pay commissions up-to 5th CPC adopted a multiplication factor of 3.2 to 3.8 to arrive at the new scales compared to earlier scales but VI CPC adopted conversion factor of  1.86 to arrive at the minimum of lowest pay Band, where as it adopted  3.37 for arriving at the highest scale.
