NO MERGER OF DA – FINANCE MINISTRY REPLY TO NATIONAL COUNCIL SECRETARY The All India Audit & Accounts Association has published a letter from Finance Ministry to National Council Secretary Shri Shiva Gopal Mishra on 17.6.2014, regarding the main demand of merger of dearness allowance with basic pay. Finance Ministry said in the letter, 6th Central Pay Commission did not recommend merger of dearness allowance with basic pay at any stage and the recommendations has accepted by the Central Government vide resolution dated 29.8.2008. Possibility to announce Interim Relief before elections Proposals of Enhancement of Retirement age and Merger of D.A may not materialize It was learnt from the sources close to the Union Government that the proposals of Enhancement of Retirement age of Central Government Employees from 60 to 62 years and Merger of D.A to basic pay may not be materialized now before General elections.  Accordingly, these two proposals have not been taken up for consideration by the union Cabinet in its meeting held on friday. 50% DA MERGER - Impact of merger of 50% DA with basic pay   Any possible to convert 50% of dearness allowance to dearness pay..!   Everyone's pointing fingers at "Parliament Election"...! 50% DA MERGER 50% of dearness allowance had been merged with basic pay for Central Government Employees and Pensioners with effect from 1.4.2004. This was followed the recommendation of 5th Central Pay Commission and the Union Government had decided to merge 50% of dearness allowance with basic pay and issued orders on 1.3.2004.  (61% - 50% = 11%) 50% of dearness allowance merged with basic pay and remaining 11% had been issued as normal dearness allowance with effect from 1.1.2004.

These Pay Commissions, while recommending revised pay structure have also recommended grant of Dearness Allowance on the basis of increase in the Price Index.

Minister clarified on the issue of DA merger in Parliament… The Finance Minister has clarified yesterday in a written reply to a question in Lok Sabha that the ‘6th Central Pay Commission had recommended not to merge Dearness Allowance with basic pay at any stage'. Some Central government employees associations have been demanding for the merger of 50% Dearness allowance with basic pay and the constitute of 7th Pay Commission. And also he added, the next pay commission is considered normal after a gap of ten years between two successive pay commission.

Expected Dearness Allowance from July 2013 We can assume by calculating method with AICPIN, the next additional Dearness allowance from July 2013 to Central Government employees and pensioners may be 10%. Although the expectations are high in the percentage, the index numbers of All India Consumer Price for balance months of April, May and June can only the deciding factor for the second installment for this year. The magic numbers of AICPIN for the last three months are yet to be published by Labour bureau. If the index number for balance of three months will just increase one point from the existing level, the calculation will bring an another ten percent from July 2013 and the total dearness allowance will be enhanced from 80% to 90%. This is second time for CG Employees and pensioners to get ten percent in Dearness allowance and Dearness relief, certainly it helps to balance the huge price hike in essential commodities. No merger of D.A. but seventh pay commission likely this year According to our sources in New Delhi, there is no chance of any merger of Dearness Allowance with basic pay as demanded by the associations. But the Government is considering the formation of seventh pay commission. The seventh CPC is scheduled to be effective from 1.1.2016 and if it is formed this year, there will be ample time to finalize it's recommendations. Moreover, if it is not effective from an earlier date, the Govt. will be free from any burden of paying arrears, which may adversely effect the fiscal situation. Most significantly, in the eve of general election, the Govt. may spread a "feel good" situation among the employees without having to pay an extra penny from the exchequer. In the other hand merging D.A. with basic pay will lead to a considerable expense and as there is definite negative recommendation of sixth CPC in this respect, Govt. can easily deny this demand. Central staff have to wait for D.A Central Govt. employees have to wait for a few more days for Dearness Allowance. The P.M is currently on a tour to Germany and cabinet meeting is most likely to be on the next week. The approval of D.A. from January 2013 is already delayed for some weeks for different reasons. There is strong rumors that due to possible merger, the decision is being delayed but we could not ascertain the news from any reliable source so far. It is not expected that in the present financial situation, Govt. will not like to take additional burden of merging D.A., when there is specific negative recommendation of sixth CPC in this aspect. The D.A. due from 1.1.2013 is 8% and it will take the total to 80%. As the P.M. is on a three days visit to abroad and to be in home within this weekend, the cabinet meeting is likely to be in the next week.
