IRCTC Agents - How many private agents are enlisted with IRCTC

IRCTC Agents - How many private agents are enlisted with IRCTC Private agencies in Rail Reservation :  Under the internet ticketing system, at present 92 agents including 77 private agencies are enlisted with IRCTC for booking reserved e-tickets... A question has been raised by the Member of Parliament regarding the private agencies enlisted with IRCTC, in written reply the Minister of State for Railways said that "At present, computerised Passenger Reservation System (PRS) terminals are provided only at Railway reservation centers, post offices and at a few Government establishments. However, under the internet ticketing system, at present 92 agents including 77 private agencies are enlisted with IRCTC for booking reserved e-tickets". The existing reservation arrangements are adequately catering to the normal ticketing demand of the passengers.

While answering to a question in Lok Sabha, Minister of Railways said that 'With the introduction of the New Catering Policy, issued on 21st July, 2010 the Indian Railway Catering and Tourism Corporation (IRCTC) is responsible for management of premium catering services of Food plaza, Food courts and Fast food units, executive lounge, production and sale of ‘Rail Neer’ Packaged Drinking Water, tourism and e-ticketing / i-ticketing activities on Indian Railways apart from other non-railway catering and tourism activities. Presently, the catering services are provided through static and mobile units managed by zonal railways departmentally or through licensees to cater to the needs of the passengers'.

Only two tickets bookings will be allowed between 8 to 10 Hrs. through IRCTC website… A strict booking system between 8 to 10 hrs. has been introduced at e-ticketing website of IRCTC for preventing fraudulent booking, permission of two ticket booking between 8 to 10 hrs. per user ID and only two booking of tatkal tickets will be permissible between 10 to 12 hrs. If passengers will try to book tickets above this quota, a message will be shown as follows... "You are Permitted: 1) Only 2 tickets between 08:00 Hrs to 10:00 Hrs per User ID. 2) Only 2 tatkal tickets between 10:00 Hrs to 12:00 Hrs per IP Address. 3) Only 2 tickets between 10:00 Hrs to 12:00 Hrs per User ID".

IRCTC Catering Services in Long Running Trains Any norms adopted by the Indian Railways to attach pantry cars to long distance passenger trains..? The attachment of pantry cars to trains is based on factors such as operational feasibility due to existing load of the train, maximum load permitted on each section, priority of the train, journey time, commercial justification, availability of pantry cars and other exigencies etc. among others. Given these considerations the decision to attach pantry cars in long distance trains is taken. As per Catering Policy 2010, Zonal Railways will conduct passenger satisfaction surveys by means of third party audits. The Catering Policy, 2010 issued on 21.07.2010 also provides for take over of all mobile and static catering units except food plaza, fast food units and food courts from IRCTC by zonal railways. As per information received, Indian Railways has decided to enhance the rates of food items in Railway stations and in trains through Pantry, i.e. revised rate table has been splitted and given below as Static and Mobile. According to recommendations of the Committee constituted earlier by the Railway Board, the revision of rates has been approved by the Ministry of Railways. And the tariff and menu was last revised on 30th April, 2003 only. Quality of IRCTC Catering services A needful question has been raised in the Parliament by the member about the quality of foods and companies supplying in trains to the passengers. With the additional question, whether it is true, some black listed companies are also supplying food items in the name of other companies..? The Ministry replied to all related questions as follows... “Improvement in the quality of catering services is an on-going process. Supervision and monitoring have been strengthened through a mechanism put in place by deploying railway personnel, who check quality and hygiene and take corrective action in a time-bound manner. Feedback regarding quality of services is always taken from passengers through opinion cards. Catering Monitoring Cells have been set up at Zonal and Divisional level for daily monitoring of the catering activities. The enhanced Reservation Fee to be withdrawn. The charges of Reservation Fee and Supplementary charges for superfast trains have been revised w.e.f 1st April, 2013. The Enhanced reservation fee which is levied o­n tickets booked for journey originating from other than the ticket booking station, like return tickets, o­nward journey tickets, etc. is also withdrawn w.e.f. 1st April, 2013. Upgradation Scheme in Indian Railways - Ugradation is being performed to the passengers against the vacancies in the higher classes, passengers are allowed to travel from lower class to higher class without payment any extra charges under this scheme. The Up-gradation Scheme • With a view to optimise the utilisation of available accommodation in train, a scheme to upgrade full-fare paying passengers to the higher class without any extra charge against the available vacant accommodation is available in all Mail/Express trains having sleeping accommodation. • The passengers are required to give the option for being considered for upgradation. If no option is given at the time of filling up of requisition form, the same is treated as “yes” and passenger(s) can be considered for upgradation. • The passengers for upgradation are selected automatically (except in cases where the passenger has shown his unwillingness to be upgraded) on random basis by the System at the time of preparation...

The above doubt has been raised in the Parliament, the concerned minister replied that there is no difference to offer ticket amount between through Passenger Reservation System (PRS) and IRCTC website… “Fare for tickets purchased from the Passenger Reservation System (PRS) counters and for tickets booked on-line through the Indian Railway Catering and Tourism Corporation (IRCTC) website is uniform. However, an additional service charge is levied by IRCTC and the relevant Payment Gateway charges are collected by the banks/payment gateway service providers on the tickets booked on-line through the IRCTC website. A nominal service charge of Rs.10/- per PNR for e-ticket issued for Sleeper & reserved Second Sitting (2S) and Rs.20/- per PNR for e-tickets in other classes is charged. The passengers are advised to pay the difference of the ticket fare to the nearest reservation office or special counter opened at major railway stations... The Southern Railway official press release said, the Ministry of Railways have decided to revise passenger fares with effect from 22nd January 2013.  As such, in the case of tickets already issued at pre-revised rates, the difference in fare and other charges have to be paid by the public.
