Attention is invited to this Ministry’s letters of even number dated 17/9/2007, 18/2/2011 and 27/4/2012, regarding guidelines for providing concessions/facilities including scribes to persons with disabilities (PWDs), while conducting examination for their recruitment from open-market. It has come to the notice of this Ministry that the said guidelines are not being followed properly, resulting in undue hardship to PWDs. The matter has been viewed seriously by this Ministry. The above question and more related to the topic asked by the member of Parliament, the concerned minister has given the report for these questions as under... “As per Section 33 of the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) (PwD) Act, 1995, every appropriate Government shall appoint in every establishment such percentage of vacancies not less than three percent for persons or class of persons with disability of which one per cent. each shall be reserved for persons suffering from- (i) Blindness or low vision; (ii) Hearing impairment; (iii) Loco motor disability or cerebral palsy, in the posts identified for each disability.
