Increase retirement age of government employees to 62 On 21st March 2013, there was an unstarred question in Rajya Sabha, about whether there was a proposal to increase the retirement age of Central government employees. The relevant MOS answered there was no such proposal. That’s not quite true, because there is such a proposal floating around and it went to Cabinet sub-committee and an in principle decision to implement was taken by Department of Personnel and Training (DOPT). One should not mix up existence of a proposal with a decision about implementing it. Evidently, a decision has now been taken to increase the age from 60 to 62 years, the last time such an increase took place was in 1998, when there was an increase from 58 to 60 years. Whenever such a decision is taken, debates centre on the big picture. What are arguments for? First, life expectancies are increasing. There is a shortage of good people within government. Union government wants retirement age 62 The Union Government is seriously considering raising the retirement age to 62 for Central Government employees. Obviously, if the Congress announces this before the Lok Sabha polls, it could expect a sizeable vote share. North Block, which houses the Union Ministry of Finance would be more than happy to have 62 years as the retirement age because for next two years the pension funds can accumulate. Expected Dearness Allowance from July 2013 We can assume by calculating method with AICPIN, the next additional Dearness allowance from July 2013 to Central Government employees and pensioners may be 10%. Although the expectations are high in the percentage, the index numbers of All India Consumer Price for balance months of April, May and June can only the deciding factor for the second installment for this year. The magic numbers of AICPIN for the last three months are yet to be published by Labour bureau. If the index number for balance of three months will just increase one point from the existing level, the calculation will bring an another ten percent from July 2013 and the total dearness allowance will be enhanced from 80% to 90%. This is second time for CG Employees and pensioners to get ten percent in Dearness allowance and Dearness relief, certainly it helps to balance the huge price hike in essential commodities. CALCULATION OF DA FROM JULY 2013 – AICPIN FOR THE MONTH OF MARCH 2013 – IT STANDS AT 224 Consumer price index numbers for industrial workers (CPI-IW) March 2013 According to a press release issued today by the Labour Bureau, Ministry of Labour & Employment the All-India CPI-IW for March, 2013 rose by 1 point and pegged at 224 (two hundred and twenty four . On 1-month percentage change, it increased by 0.45 per cent between February and March compared with 1.01 per cent between the same two months a year ago. The largest upward contribution to the change in current index came from Food group which increased by 0.84 per cent, contributing 0.82 percentage points to the total change. This was followed by Miscellaneous group with 0.53 per cent increase contributing 0.26 percentage points to the change. At item level, largest upward pressure came from Rice, Wheat & Wheat Atta, Fish Fresh, Goat Meat, Vegetable Green & non-Leafy, Apple, Tea (Readymade), Firewood, Medicine (All
