NO MERGER OF DA – FINANCE MINISTRY REPLY TO NATIONAL COUNCIL SECRETARY The All India Audit & Accounts Association has published a letter from Finance Ministry to National Council Secretary Shri Shiva Gopal Mishra on 17.6.2014, regarding the main demand of merger of dearness allowance with basic pay. Finance Ministry said in the letter, 6th Central Pay Commission did not recommend merger of dearness allowance with basic pay at any stage and the recommendations has accepted by the Central Government vide resolution dated 29.8.2008. When will the Finance Ministry’s Orders on the 10% DA Hike be Released? It is now known that the Cabinet Committee had, on 28.02.2014, given its approval to a 10% increase in the Dearness Allowance for Central Government employees and pensioners. Following this, the Finance Ministry usually issues orders to all the Ministries/Departments. No orders have been issued yet. The orders are expected before the end of this month. The orders are usually produced as “Payment of Dearness Allowance to Central Government Employees - Revised rates with effect from 01.01.2014”. Shortly DA would cross 100 percent. Once again, all allowances would enhance by 25% As per the information received, unlike previous time, decision on DA would be taken by Cabinet Committee Meeting without delay. Subsequent to release of AICPIN for the month of June by Labor Bureau, Finance Ministry would send for the approval of the Cabinet for final decision on DA. After obtaining the approval, Finance Ministry would release the specific orders procedurally for disbursement of money. Additional DA will be paid along with the salary of this month The arrears for the month of July and August would also be paid. With the increase of DA by 10%, the total amount of DA would enhance and stay at 90%. By next year, it would cross 100%. During that period, as pointed out in the 6th Central Pay Commission, certain allowances would enhance by 25%. But, that is not the expectations of the Central Government Employees. Expected DA from Jan 2014 – Rates of Children Education Allowance may be revised again...! All Central Govt Employees and Pensioners are expecting to hear the announcement of hike in the Dearness allowance by 10% from July 2013. The Union Cabinet Committee may take the agenda point for approval on DA in the next meeting, which will be held on 19.9.2013 (Thursday). Following the approval on DA, the total DA will go upto 90% and the DA may cross 100% very soon..! As per the recommendations of 6th CPC,  particular allowances will be increased by 25% every time the Dearness allowance payable on revised pay scales goes up by 50%. Therefore, once again the allowances, including Children Education Allowance will be increased by 25%, when the DA crosses 100%. There is a slight confusion in the calculation of 25% in increasing Children Education Allowance from Rs.1000 or Rs.1250. Ofcourse, there is lot of time to discuss and decide the calculation factor..!

Minister clarified on the issue of DA merger in Parliament… The Finance Minister has clarified yesterday in a written reply to a question in Lok Sabha that the ‘6th Central Pay Commission had recommended not to merge Dearness Allowance with basic pay at any stage'. Some Central government employees associations have been demanding for the merger of 50% Dearness allowance with basic pay and the constitute of 7th Pay Commission. And also he added, the next pay commission is considered normal after a gap of ten years between two successive pay commission.

No merger of D.A. but seventh pay commission likely this year According to our sources in New Delhi, there is no chance of any merger of Dearness Allowance with basic pay as demanded by the associations. But the Government is considering the formation of seventh pay commission. The seventh CPC is scheduled to be effective from 1.1.2016 and if it is formed this year, there will be ample time to finalize it's recommendations. Moreover, if it is not effective from an earlier date, the Govt. will be free from any burden of paying arrears, which may adversely effect the fiscal situation. Most significantly, in the eve of general election, the Govt. may spread a "feel good" situation among the employees without having to pay an extra penny from the exchequer. Press Information Bureau Government of India Ministry of Finance 18-April-2013 20:45 IST Release of additional instalment of Dearness Allowance to central government employees and Dearness Relief to pensioners, due from 1.1.2013 The Union Cabinet today gave its approval to release an additional instalment of Dearness Allowance (DA) to central government employees and Dearness Relief (DR) to pensioners with effect from 01.01.2013 at the rate of 8 percent over the existing rate of 72 percent. Thus, the combined impact on the exchequer on account of both DA and DR would be of the order of Rs.8629.20 crore per annum and Rs. 10067.36 crore in the financial year 2013-14 (that is for a period of 14 months from January, 2013 to February, 2014).

Central staff have to wait for D.A Central Govt. employees have to wait for a few more days for Dearness Allowance. The P.M is currently on a tour to Germany and cabinet meeting is most likely to be on the next week. The approval of D.A. from January 2013 is already delayed for some weeks for different reasons. There is strong rumors that due to possible merger, the decision is being delayed but we could not ascertain the news from any reliable source so far. It is not expected that in the present financial situation, Govt. will not like to take additional burden of merging D.A., when there is specific negative recommendation of sixth CPC in this aspect. The D.A. due from 1.1.2013 is 8% and it will take the total to 80%. As the P.M. is on a three days visit to abroad and to be in home within this weekend, the cabinet meeting is likely to be in the next week.
