No.22011/5/86-Estt (D) dated 10.04.1989 issued consolidated instructions on Departmental Promotion Committee and matters related thereto. Para 6.2.3 of said O.M. provides that “before making the overall grading after considering the CRs for the relevant years, the DPC should take into account whether the officer has been awarded any major or minor penalty or whether any displeasure of any superior officer or authority has been conveyed to him as reflected in the ACRs.” These guidelines further provide that

We are aware of the fact that a number of you are very keen on learning how to calculate the Dearness Allowance. Hence, we created this table. At a stage, we ourselves were surprised by the response that it had received. Let us see, in detail, how DA is calculated. The calculations are very easy.

Expected DA from July 14 - Looks like the curiosity surrounding the expected DA is fast receding..! One of the possible reasons for the dampening interest could be the fact that unlike last time, there is not going to be a DA hike. Although it is very well known that the hike is based on price rise and inflation, it probably feels to them as if something was lost. This time there is no double-digit increase. It is only going to be a single-digit hike. At the most, one can expect an increase of 7%. That too is not for sure. All that depends on the soon to be announced AICPIN points for balance months. After announcing the second additional DA for the year 2014, there are only two instalments left. With the instalments of January 2015 and July 2015, the 6th CPC comes to a close. The next additional DA will be based on the 7th CPC.

Brief note on the discussions took place in the 30th meeting of the National Council, held on 23.04.2014 - BSNL Employees Union (1) Lesser standards of evaluation for the JAO and JTO exams. The Staff Side made a strong appeal to the Management, to review the JAO and JTO exams that had taken place, by adopting lesser standards of evaluation. The vehement, lengthy and detailed arguments of the Staff Side to grant grace marks, were however not accepted by the Management. As regards taking remedial measures in respect of question papers with discrepancies, it was agreed that the Recruitment Branch will issue a letter to all the CGMs, as has been done in the case of MP and AP circles, for taking necessary remedial action. (2) Regular promotion to officiating JTOs. Management replied that a provision is already made in the New Recruitment Rules for the absorption of all the 1500 officiating JTOs. The RR will soon go for the approval of the Management Committee.

Date of Effect of 7th Central Pay Commission - Minister replied in Parliament In Parliament the Minister of Finance Shri.Chidambaram informed in a written reply to a question on 2nd Febrauary 2014 that the date of effect of the recommendations of the 7th Central Pay Commission will be decided once the Report is submitted. And he also said, the composition of the 7th Central Pay Commission is broadly in line with the composition of the previous Central Pay Commissions.

100% D.A from January 2014 – Some Allowances and Advances Rise by 25% The Fifth Central Pay Commission had recommended uniform neutralization of DA at 100% to employees at all levels and increase in DA calculation too, according to the 12 monthly average of AICPIN for Industrial Workers (1982=100) as on 1st January 1996, of 306.33. The Linking Factor of 303.33 has now changed to 115.76. This was calculated as 4.63 in the 4th CPC. It was due to this change that the Dearness Allowance has increased in recent years. The 6th Pay Commission had promptly calculated it and said that the true impact of price rise and inflation would only then be known. It was also mentioned in the recommendations made by the 6th CPC that each time the Dearness Allowance touched 50%, certain Allowances and Advances should also be raised by 25%.

Reference OFB proposal No.800/ACP/MACP/A/I/551 dated : 23.08.2013 The issues involved on the above subject mentioned above had been examined in consultation with D(Civ), Defence(Finance) and DOP&T, DOP&T in the matter has advised in the following manner : 2. Consequent upon implementation of recommendations of 6th CPC, the posts of Unskilled (Labourers) and Semi Skilled Workers have been merged in PB-1 with GP Rs.1800/- (after imparting training) with designation as Tradesman Mate. In case of Tradesman Mate who had completed 30 years of service as on 01.09.2008, would be entitled for financial benefit under MACPS. Hence the following categories of employees are eligible for financial upgradation under ACP/MACPS :

Child Care Leave, introduced by the 6th CPC, was a boon for women employees. Women employees have for long, been entitled to Maternity Leave. The 90 days paid leave granted as maternity leave was extended to 135 days by the 5th CPC. The 6th CPC further increased it to 180 days. Based on the very reasonable request presented by ATMAJA (Association of Adoptive Parents), the Government announced ‘Child Adoption Leave’ for female employees in 2006. Orders were issued to grant 135 days leave for female employees who adopt child upto one year of age. The 6th CPC introduced a family welfare privilege for female employees. Consequent upon the decisions taken by the Government on the recommendations of the 6th CPC relating to Maternity Leave and Child Care Leave, the Central Govt decided that the existing provisions of Maternity Leave enhanced to 180 days.

On 1-month percentage change, it increased by 0.42 per cent between January, 2014 and February, 2014 compared with the rise of 0.90 per cent between the same two months a year ago. The largest upward pressure to the change in current index came from Miscellaneous group contributing 0.34 percentage points to the total change.
