5th CPC had ACP, 6th CPC had MACP; what does 7th CPC have? Assured Career Progression (ACP) is a boon to employees who have been suffering without promotions for years. Employees who got their jobs towards the end of 1960s had to face countless hurdles. One of them was the problem with promotions. There were many who didn't get any promotions for 30 years. Countless others retired without getting a single promotion in their careers.

MACP benefits on the basis of Promotional Hierarchy..! What is the Necessity for MACP to Emulate ACP’s Promotional Hierarchy? For a number of years, Federations have been demanding that employees who had not been given promotions for 10, 20 or 30 years be given promotions or upgradations by MACP (Modified Assured Career Progression Scheme) on the basis of their respective Promotional Hierarchy. The Government refused to oblige by stating very clearly in the 6th CPC that promotions will be given only on the basis of Grade Pay Hierarchy.

Reference OFB proposal No.800/ACP/MACP/A/I/551 dated : 23.08.2013 The issues involved on the above subject mentioned above had been examined in consultation with D(Civ), Defence(Finance) and DOP&T, DOP&T in the matter has advised in the following manner : 2. Consequent upon implementation of recommendations of 6th CPC, the posts of Unskilled (Labourers) and Semi Skilled Workers have been merged in PB-1 with GP Rs.1800/- (after imparting training) with designation as Tradesman Mate. In case of Tradesman Mate who had completed 30 years of service as on 01.09.2008, would be entitled for financial benefit under MACPS. Hence the following categories of employees are eligible for financial upgradation under ACP/MACPS :

MACP-An Unsettled Issue Of Sixth Pay Commission Recommendation MACP is said to be the abbreviation of Modified Assured Career Progression Scheme, but many central government employees feel that it is Meaningless Assured Career Progression Scheme. The main objective of introducing ACP scheme was to grant financial benefits for the govt servants, those who are not getting promotions due to lack of promotional avenues. Before the introduction of ACP scheme in 1999, many central government employees retired from service without getting even single promotion in some departments. The worst part of this story is, apart from not getting promotion, they were not even been granted annual increment for many years until their retirement, as they reached the maximum of their Pay Scale. MACP on Hierarchy: Supreme Court dismissed the Govt. petitions against HC Decision MINISTERIAL STAFF ASSOCIATION, SURVEY OF INDIA Dear Comrade, The Principal CAT [OA 904/2012 dt. 26-11-2012], Delhi and the Punjab & Haryana High Court [CWP No. 19387 of 2011 (O&M) Date of Decision: 19.10.2011] have held that MACP is to be granted on promotional hierarchy and not on next higher Grade Pay as per the 6th Pay Commission Recommendation.  The SLP filed by Union of India against the P&H decision was dismissed by the Supreme Court [CC 7467/2013]. Feedback of MACP Meeting held on 27.7.2012 for Railway Employees. Sub: _ Meeting of the Joint Committee on MACPs Anomalies. As decided in the National Anomaly Committee Meeting held on 17/07/2012, the DOPT held separate meeting with the Leaders of Staff Side at North Block, New Delhi, Room No. 190 on 27/07/2012. Discussions were held on following issues:- 1. Grant or MACP in the promotional hierarchy:- The staff side insisted that option be given to individual employees in this regard to facilitate  him/her to opt for availing benefit of financial upgradation.
