LAST DATE FOR SUBMISSION OF MEMORANDUM TO 7TH CPC EXTENDED As per the request of the JCM National Council Staff side, 7th Central Pay Commission has granted extension of time upto 15.07.2014 (15th July 2014) for submission of memorandum by individual organizations other than JCM staff side. The following is the revised time schedule (Last date). 1.  JCM National Council Staff side                           :    30.06.2014 2.  All other Federations/Unions/Associations  :    15.07.2014 JCM National Council Staff side will be submitting a common memorandum before 30.06.2014 on the common demands of the Central Government Employees. The Copy of the JCM Staff side memorandum will be placed in the website.

Unions and Associations are seriously involved in filling up the questionnaires prepared and sent by the 7th CPC   The sheer pace of the 7th CPC has impressed the central Government employees so much that their expectations have started to grow.   It has come to our knowledge that a number of unions and associations are seriously involved in filling up the questionnaires prepared and sent by the 7th CPC. It is also well known that on behalf of the National Council JCM Staff Side, the questionnaire had already been filled with the approval of all members and has been sent. Date of Effect of 7th Central Pay Commission - Minister replied in Parliament In Parliament the Minister of Finance Shri.Chidambaram informed in a written reply to a question on 2nd Febrauary 2014 that the date of effect of the recommendations of the 7th Central Pay Commission will be decided once the Report is submitted. And he also said, the composition of the 7th Central Pay Commission is broadly in line with the composition of the previous Central Pay Commissions.

The 6th Pay Commission had recommended a Multiplication Factor of 1.74, but the Central Government chose to change it to 1.86. One of the reasons for this modification was the intense pressure from various Federations of Central Government Employees. Common main demands for inclusion in the Memorandum to 7th CPC as identified by BPS 1.Bring down the Ratio between maximum & Minimum of Salary to  9:1 ensuring complete equality by adopting uniformly common multiplication factor for revision of Pension: 4th CPC had determined the ratio between minimum & maximum of salary to be 10.7(Chapter 41 & 43) Vth cpc   maintained it to be 10.97 (Appendix ‘I’ summary of recommendations para19) in their recommendations which while implementation was raised to 1:11.76 Pay commissions up-to 5th CPC adopted a multiplication factor of 3.2 to 3.8 to arrive at the new scales compared to earlier scales but VI CPC adopted conversion factor of  1.86 to arrive at the minimum of lowest pay Band, where as it adopted  3.37 for arriving at the highest scale.

Chidambaram announced that the Prime Minister has formally given his consent to the formation of the 7th CPC. Announcement was also made that it would be implemented on 01.01.2016. Usually, not only employees, news agencies also would start guessing when the announcement would be declared. But this time, there were no such speculations.
