Interest bearing advances as per 6th CPC

The Finance Ministry issued orders on advances to Central Government employees with interest for purchasing Motor Car, Personnel Computer, Scooter, Motorcycle and Moped. The eligibility to avail the advances also mentioned in this order, the order has been published on 24th October 2008 vide F.No.12(1)/E.II-A/2008.

Interest bearing advances / Sixth Central Pay Commission recommendation

The implementation of the recommendations of the Sixth Central Pay Commission relating to interest bearing advances granted to Government employees is under consideration of the Government Meanwhile, pending finalization of the new arrangement, the existing provision, for interest bearing advances relating to purchase of Motor Car, Motorcycle, Scooter, Moped and Personal Computer would continue to be in operation. The eligibility criteria will be as follows :

Advance Eligibility criteria
Motor Car (including Personal Computer) Pay in the pay band of Rs.19530/- (Nineteen thousand five hundred and thirty only) or more
Motorcycle, Scooter, Moped Pay in the pay band of Rs.856/- (Eight thousand five hundred and sixty only) or more

The quantum of advances would be determined with reference to pay in the pay band and existing ceilings would remain unchanged

Advances for purchase of Bicycle and Warm Clothing (provided for in Rule 31 and 35 respectively of the Compendium of Rules on Advances to Government Servants) are to be treated as interest free advances in terms of this Department ‘s OM of even number dated 7 October, 2008.

The emergency quota earmarked for meeting urgent travel requirement of High Official Requisition holders, Minister, IPs and VIPs and other emergent demands from various quarters is released sufficiently in advance before the scheduled departure of the train and unutilised quota gets released to the passengers on RAC/waiting lists automatically at the time to preparation of charts. With a view to ensuring allotment of Emergency Quota as per inter-se seniority in Warrant of Precedence, there is already a well established practice of allotment of Emergency Quota for self travel of High Official Requisition (HOR) holders/Members of Parliament and others. For keeping a check on the misuse of Emergency Quota, checks are conducted by Commercial Directorate from time to time, and also sometimes in association with Vigilance Directorate.
