AICPIN for the month of December 2013

AICPIN for the month of December 2013 Consumer Price Index Numbers for Industrial Workers (CPI-IW) December 2013 According to a press release issued by the Labour Bureau, Ministry of Labour & Employment the All-India CPI-IW for December, 2013 declined by 4 points and pegged at 239(two hundred and thirty nine). On 1-month percentage change, it decreased by 1.65 per cent between November and December compared with the rise of 0.46 per cent between the same two months a year ago. The largest downward pressure to the change in current index came from Food group contributing -4.96 percentage points to the total change. At item level, Onion, Ginger, Chillies Green, Brinjal, Cauliflower, Cabbage, Peas, Tomato, Potato and other Vegetable items, Sugar etc. are responsible for the decrease in index. However, this was compensated to some extent by Fish Fresh, Eggs, Hen, Poultry, Milk, Pure Ghee, Garlic, Firewood, ESI Contribution, etc. putting upward pressure on the index.  ...

Expected AICPIN for December 2013 - Expected DA Jan 2014 'Expected DA from Jan 2014' will be an end and the last and final calculation is waiting for CPI(IW) December 2013. Consumer Price Index(IW) for the month of December 2013 will be announced today or tomorrow by the Labour Bureau. All we know that AICPIN is the magic number for the calculation of Dearness allowance. Especially, this is the last factor to decided for the purpose of additional Dearness allowance to CG Employees and Pensioners from January 2014. CPI(IW) Base Year 2001=100, if possible the index move from the existing level of 243 to 246 then the additional DA from Jan 2014 will be fixed at 11%. But, the chances are very less.

These Pay Commissions, while recommending revised pay structure have also recommended grant of Dearness Allowance on the basis of increase in the Price Index.

Expected DA from Jan 2014 - Additional DA from Jan 2014 likely to hike by 11% The one more and another additional Dearness allowance to Central Government employees and Pensioners from Jan 2014 will be announced in the middle of March 2014. This is too early and predict the enhancement in percentage of Dearness allowance with effect from January 2014. The prediction and announcement of this hike make us cool, that the additional DA will jump to 101% and another word, an additional DA would be 11%. But, still we have to wait for one more month, that the magic number of AICPIN would be increased by 3% and more..! Sixth Central Pay Commission committee members... The Sixth Central Pay Commission was set up by the Union Government on 5th October, 2006 to revise salaries of the employees. The commission was set up under Justice B.N.Srikrishna with a time-frame of 18 months. Other members were Prof. Ravindra Dholakia, Mr. J.S.Mathur and Member-Secretary Smt. Sushama Nath. The Terms of Reference of the Sixth Central Pay Commission which made it incumbent on the Commission to recommend systemic changes for, (i) transforming the Central Government organizations into modern, professional and citizen friendly entities that are dedicated to the service of the people; and (ii) harmonizing functioning of the Central Government Organizations with the demands of the emerging global economic scenario. Hence, the Commission not only evolved a proper pay package for the employees but also made recommendations to rationalize the governmental structure for providing better services to the common man.

Wife has right to know hubby’s salary: CIC New Delhi: Wives of government servants have a “right” to know salary particulars of their husbands and these details should also be made public by their offices as mandated under suo-moto disclosure clause of the RTI Act, the Central information Commission has held. Information Commissioner M Sridhar Acharyulu said every spouse has a right to information about the salary particulars of the other especially for the purpose of maintenance. “More so, wife has a right to know the salary particulars of the husband, who is an employee of the public authority,” he said. The commissioner further said that the details about a government employee’s salary is no third party information and these have to be voluntarily disclosed under Section 4(1)(b)(x) of the RTI Act. He said the salary paid to the public authority is sourced from the tax paid by the people in general and it has to be disclosed mandatorily under the RTI section. ...

No cashless CGHS treatment from February 1, 2014 Hyderabad: The 800 hospitals in the country empanelled under the Central Government Health Scheme will stop cashless transactions from February 1, 2014, because, they claim, the government has not cleared arrears of Rs 600 crore. The aggrieved hospitals have come together under the umbrella of the Association of Healthcare Providers India and had served notice to the CGHS office in New Delhi on December 13, 2013. A meeting with the Union health secretary K.N. Desiraju on January 9 yielded no results. A senior officer of AHPI said, “The amount has been budgeted in the health budget and it must be released. But it is not being done. Hence, the question is, where is it going?” Since 2010, the hospitals have been complaining of 40 per cent unauthorised deductions in the payments. No. 4/2/2013-Estt(Pay-II) Government of India Ministry of Personnel, P.G. & Pensions (Department of Personnel & Training) North Block, New Delhi ,Dated 17th January, 2014 OFFICE MEMORANDUM Subject: Revision of Headquarter Allowance admissible to officers of organised Group-A' Services posted in Headquarters Organisations — reg. The undersigned is directed to refer to this Department's Office Memorandum No. 2/8/97-Estt. (Pay-11) dated 16th July, 1998, on the above subject and to say that consequent upon the decision taken by the Government on the recommendations made by the Sixth Central Pay Commission, the President is pleased to decide that the existing rates of Headquarter Allowance may be doubled.

According to the sources, the central government is likely to consider the central government employees  demand for merging of 50 % DA, for the reason that the DA will be crossing 100% level after January 2014.

LDC-UDC ISSUE-TOWARDS A FINAL ACTION PAPER  SUBMITTED IN THE DELHI MEETING Dear friends, This is an assembly of the representatives of deprived & low paid but highly responsible employees in the clerical cadre of category of Group C working in various offices of Government of India offices i.e. LDC & UDC whose cases have been ignored by successive pay commissions and Governments with regard to the payment of equal pay for equal work and genuine promotional avenues. On the other hand, the various Employees Federations in which the Administrative Staff including the LDC & UDC are members in Ministries/Departments of the Government of India have not been taking interest to resolve the issue of LDC & UDC so far and as such the issue could not be highlighted.  During the last few months we have done vigorous campaign justifying the higher Grade pay to these sections through the web site www.aiamshq.blogspot.in .

  Encashment of Earned Leave alongwith LTC - Dopt Orders on 23.9.2008 Department of Personnel and Training circulated an office memorandum regarding encashment of earned leave as per the recommendations of 6th CPC on 23rd September 2008. The key difference from the recommendations of 5th CPC regarding in this matter, the leave encashed at the time of LTC will not  be deducted from the maximum amount of earned leave encashable at the time of retirement.
